Method, completeness rule, and limits
PlainEnviro sums each facility's annual EPA TRI records, then compares facilities appearing in both selected years. National totals include every stored filing in each complete year. The year selector requires at least 17,804 distinct facilities, 80% of the fullest stored annual cohort (22,255 facilities), before a year can represent a national comparison.
The stored 2024 load (3,447 facilities) did not clear that floor and is excluded. This prevents a partial newest-year load from manufacturing a false national decline.
TRI quantities are facility-reported estimates under EPCRA Section 313. EPA reports dioxin and dioxin-like compounds in grams; PlainEnviro converts those values at 453.59237 grams per pound before aggregation so every displayed release total has one unit. Pounds across chemicals and release pathways are not toxicity-weighted. A change can reflect production, estimation, waste-rock handling, ownership, or source corrections; it does not establish causation, compliance, exposure, or local health risk.
